Civ IV Colonization - Constitution
After having reached a rebel sentiment of minimum 50%, you may choose to declare independence from Europe. At this point you will be asked to write a constitution. The constitution contains your stance on the issues of slavery, elections, natives, land security and religion.
The player does not have to take any specific action for this to happen, but is automatically presented with a number of questions upon declaring independence.
There are two choices in each category. Each stance provides a unique bonus, so for each category players have to determine which bonus they find most valuable.
