Civ IV Colonization - Constitution
After having reached a rebel sentiment of minimum 50%, you may choose to declare independence from Europe. At this point you will be asked to write a constitution. The constitution contains your stance on the issues of slavery, elections, natives, land security and religion.
You don't t have to take any specific action for this to happen, as you're automatically presented with a number of questions upon declaring independence.
There are two choices for each category. Each stance provides a specific bonus, and so you have to determine which bonus is most suitable for the game you're playing.

|Elections||+100% Founding Fathers point rate|
|STANCE ON NATIVES||Bonus|
|Native rights||Ends wars- and strengthens relations with natives|
|Manifest destiny||+50% vs natives, colony borders dominate native borders|
|STANCE ON LAND SECURITY||Bonus|
|Right to bear arms||+1 strength for colonists|
|Controlled arms||+50% liberty bells in all settlements|
|STANCE ON RELIGION||Bonus|
|Separation of church and state||Converts crosses into liberty bells|
|Theocracy||Coverts crosses into hammers|
